Summary:
[Regrets that Congress has not paid proper attention to foreign affairs; assures Adams of his attention to Adams' business and hope that now Congress will dispatch the "necessary acts and instructions." (This paragraph deleted in autograph letter signed in HPJ.)] Agrees with Adams that perhaps he should return. Praises him and writes that he is collecting Adams' public papers for future historians. Adams' book is circulating "and does much good" -- especially because now "the defects of our national government are under consideration."
