- Cipher letter with Jay's deciphering. Some cancelled to illegibility. Has received Jay's of 13 Oct from Paris, has communicated the cypher sections to Mr. Morris and Mr. Livingston. Jay's letters "to Congress" have their desired effect, but reminds John Jay that backlands as important to some as the fisheries. Army fed and clothed but not paid.
