- Summary
- Believes Articles 6 and 7 of the Treaty give those commissioners (Lewis and Rawls) far greater power than they think. Concerns losses caused by illegal capture of American vessels and other property that would not be compensated by the British government otherwise. Commissioners' duty is to decide on the merits of a claim and to determine and award the amount of losses they deem appropriate. Encloses letter of Colonel Hamilton to Mr. Woolcot on this subject.
