- Summary
- Comments on course of ratification and modification of Jay Treaty. With Treaty now ratified by Senate, thinks that if Britain will agree to the suspension of Article 12, as appears likely, then the Treaty will become final. Any modification of this article or other additions will then be "a posterior work" and new articles could be added from time to time. Treaty must be ratified by Britain before any new articles can be suggested. As for what new propositions should be proposed, sees no reason to change the suggestions made in his letter of September 3rd. Asks that the Lord Chancellor's proposed article enclosed in John Jay's letter to Randolph, 19 November 1794 be considered by the Attorney General and Judges before giving instructions to a negotiator. Heard Lord St. Helens in London speak very well of Mr. Short from his time in Madrid.
