- Encloses copy of the report of the "Committee for the Protection and Defence of the Country" respecting the port and harbor of New York. They have agreed to an appropriation of $117,000. The President has declined giving twenty thousand dollars for artillery and military supplies unless jurisdiction is given to the U.S. Has been detained from coming to Albany by business, among which is are port to the Secretary of War estimating expenses and giving a written opinion on the fortification of New York Port and Harbor.
