- Summary
- There is serious alarm over the defenseless state of the city and port of New York as such a state invites invasion. Apprehends that the reciprocal reliance on one another of New York and the United States will prevent either from paying attention to the situation. He will attempt to procure a grant from Congress in Philadelphia although there are restrictions on the law covering such grants. Commissioners if appointed by the state might procure funds to make the capital secure against attack.
