- John Jay finds it difficult to obtain the information necessary to enable him to ascertain the number of each class or description of inspectors in the city of New York should consist. He therefore takes the liberty of requesting Sands to transmit to him "the opinion of the Chamber of Commerce as to the Number of Inspectors of different kinds, proper and necessary for the City of New York."
