Summary
When Livingston resigned as Secretary for Foreign Affairs, the department owed over $3000. At request of Congress, Livingston stayed in office until summer of 1783 at a considerable extra expense. Livingston acted as the agent to remit the salaries of the various foreign ministers abroad given him by Secretary Morris. A new Congressional resolution which was retrospective charged them with all the excess beyond their salaries that they had made by course of exchange. Livingston then thought the ministers should not be charged with an agency which brought them no advantage. Congress should thus handle the matter.
