- By extract of Journal of Congress, and as informed by John Conner, the arms and ammunition at Sir John Johnston's should be immediately secured for the use of the Continent. All persons who may be found too dangerous to be at large should be apprehended and imprisoned, and all "Scotch Roman Catholic Soldiers" enlisted by Captain McDonald, "or other Tories," should be disarmed.
