- Autograph Draft version of Jay's charge to the Grand Jury of the District Court of Virginia at Richmond. Nations, as well as individuals must pay their just debts. To do so the United States must have revenues, and particular attention should be given to evasion of revenue laws. In the present international situation strict neutrality on the part of the United States is the only course, and both citizens and aliens resident in the United States must abide by this position of the government.
