Summary
Pleads much company as an excuse for not writing sooner. Will be delayed incoming to visit Jay at Philadelphia. Jay's merit is not yet known and his position is seen due to politics. Livingston thinks peace very desirable and does not think another campaign should be undertaken without more resources. The New York confiscation bill is one of folly and avarice. Wants Jay to write to Morris and hint that he may dropped from the New York delegation.
