The Council of Revision and his father's illness keep Jay close to Fishkill at this time. Great confusion in the northern department. Inquiry into the state of the hospital at Albany. Little preparations for the Canadian expeditions heretofore. If this campaign fails Congress will be taught a useful lesson.
