- Summary
- Gives the state of the army in Canada and complains of lack of troops. Fears that a 20 gun ship might be able to get past Quebec and destroy the towns up the St. Lawrence. Recommends fortifying the other towns and the channel of the river. If we take Quebec we should set a printing press there and print all news in French and English. The Indians and the Canadian merchants must be considered in questions of provision. Thinks we will take Quebec but we will not hold it unless we secure a larger army. Many Tories up here.
