- Summary
- Morse's revelations concerning France's activities in the American revolution have had some effect, but have not shaken the allegiance of the French party in America. "Philosophism" still is present although there has been a moral revival throughout the world. Men are not agreed as to what effect the present revolution will have in France; it is unlikely the Bourbon monarchy will be restored. The approaching election will be most active, and no means will be left untried to elect an antifederal President.
