Immigrant background, education; early commitment to Raul Prebisch and group of young reformers (later "Brains Trust") concerned with needed changes in national economy; work in National Bank, ECONOMIC REVIEW; Revolution of 1930 brought group to power at height of world depression: reforms of budget, tax structure, balance of payments, relation of federal and provincial finances; Director General o f Taxation on Revenues and Profits, 1932-42; crisis in province of Tucuman; attacks on government fiscal policy in meat industry, 1935; member fiscal committee of League of Nations, Under Secretary of Treasury, 1942; "Brains Trust" removed, 1943; private career as Certified Public Accountant, 1943-59; financial studies for United Nations, 1952 and 1955; Minister of Agriculture, 1959-61: campaigns to control foot-and-mouth disease, grain infestation; to Organization of American States in Washington, D.C. as one of Committee of Nine working on Alliance for Progress, 1962-66; Director of Central Bank, 1967-70; analysis of economic and financial reforms of 30s which made possible both industrialization of country and political developments of 40s and 50s
